At that time, an application rejected for non-payment was not automatically declared invalid and a subsequent application within 28 days was considered a continuation of the first application. You can apply and the new visa if granted will supersede the preceding visa. Therefore you will now come under the conditions of your Tier 4 visa, and your PSW will effectively be no more.

I think its to be expected that psw applications are taking longer. Probably because the category is closing so a lot of people are applying, and they will therefore take longer to process. There is not really anything you can do but wait.

Have you been awarded a degree? Passing the dessertation is not the same as being awarded the qualification. I would confirm this with your university before taking steps that cannot be reversed.

Not likely. You will be able to apply for ilr before 2016 when they start the 35k rule. Also switching from work permit to tier 2 is treated in a special way.
