Check the application form (Form AN). It has a dedicated section (2.4-2.6) for people applying following residence under EEA regulations without an official PR. Just quickly, where does it say that non-Eu applicants, for Surinder Singh, cases do not need to apply for PR (EEA4) before their naturalisation application? Have there been success stories on this forum posted?

Although the A4 RC paper has the same worth as it the RC being affixed in the passport, it should be noted that people have had difficulty getting other countries to recognise it as a valid RC (as its not actually in the passport).
