Spouse visa - English requirement please help

Hi all, please can you help?

We are about to apply spouse visa soon, My wife just got the PTE score, listening 22, speaking 24, but the overall score is 28. is this meet the A1 level requirement? or both listening and speaking need to be 24 or above?

Any advice is welcome, thanks

You can apply 28 days before you qualify for your ILR, you can apply 28 days before 18/04/2012. I am currently under Tier 1 visa, my first HSMP visa was granted on 18/04/2007, it was switched from student visa. And my current visa expire on 18/04/2012, What is the earliest day I can apply for ILR? 21st March or 22nd? Could anyone help to answer this?
