How long have you been living outside the UK? A 'settlement visa', also known as indefinite leave to remain, is only possible if you are currently residing in the UK. Do you mean a spouse visa?

She won't meet the criteria to apply as an unmarried partner. The two years' cohabitation needs to be in the period immediately leading up to the application. Unless she meets the criteria to apply for a visa in her own right (e.g. student, entrepreneur) marriage is likely to be your best option.
