You are only eligible for a British passport when you are a citizen. This only happens when you have attended a Citizenship Ceremony where you are handed your Certificate of Naturalisation.

I don't think that even the courts can award points to a non UK licence. Only the foreign authority can do so. Drivers on non UK licence are referred to the courts to get fines instead of the points. You can apply on 7th Dec 2012. NCS won't process ur application before 7th Dec 2012. And you have to be physically present in UK for next 15 days i.e. no travel after submitting ur application. I applied on 01/11/2011, acknowledgement was dated 23/11/11 - received my approval last week dated 29/01/2012. I applied based on Spouse plus ILR.
