Do someone needs to be at home to receive passport? Special delivery has to be signed for, otherwise it is returned to your local post office mail centre. If this happens you will have to go there with some ID to collect it, and you should bear in mind that they only hold it for a couple of weeks b...

What have you been doing since you arrived in 2009? Working, student etc? As an EEA citizen you will automatically acquire permanent residence after 5 years of exercising treaty rights, for example if you are working. Anyone applied as EEA qualified person for document certifying PR? How long did it take? EU law says they must issue it immediately, I just wanted to get an idea of what the Home Office's interpretation of immediate actually is.

The guidance for Form NS says:
If the evidence is in the form of your, and a parent’s birth certificate you should consider applying for a British passport. Only if you do not have documentation acceptable to the passport authorities should you apply for confirmation of nationality status.

OK. I am massively confused now. This is so overly complex that I know I'm going to mess it up somehow and waste £2000. I wish it were a case of just filling in a simple form.
