That sucks. Sorry to hear about your refusal. I must say these are silly reasons to refused an application. Like tuliprose said your friend is pretty much lucky there. If you still have the funds in there then getting a letter from a bank will not be an issue at all. As far as I can see from the email your visa will be approved upon providing the letter.

It was sent on the 15th to everyone so I believe everyone should have got it by now unless it's lost in the post. But for those who didn't received a letter yet they shouldn't be worried as it was just a standard letter which you can read it on ukba site as well.
