Driving while using a mobile phone is a serious offence and your application will be refused if applied before 3 years of the date of contravention

On what basis are you considering your initial Tier 1 started from 22 Aug 2011?
Its immaterial when your T1G started. HO gave you 5 years in total, you are falling short because you filed an early extension

Some approval letters say you need to contact the council within 21 days and many councils don't send out invitation letters.
Contact your council and check if they have received your certificate. Individual ceremonies can be arranged within a few days.

Is this a custodial sentence? UKBA considers how serious the crime was and the sentence given before they decide the application. Also, you will become an overstayer once your current leave to remain expires and you don't have a right to appeal either. Its very unlikely that a fresh application will...

Special delivery both ways alone can cost £10-14, besides its better to have another set of eyes go over the application in case you missed something

You don't need any printout if the degree is from UK
