My cousin and his kids have German Nationality but his wife hasn't got it yet. They are looking to move under EU settled scheme to UK. He applied from Germany but they are asking to provide evidence of UK residence for last 6 months.

No you can't skip ILR for your son because you didn't have ILR when he was born.
