Signing and stamping are for online statements only which are printed on plain paper. If you get adhoc statement from your local branch which is on official bank stationery then it is acceptable as long as it covers all the attributes which i mentioned above.

I would suggest you to go to Liverpool or Glasgow PEO as they are less busy and their customer service is far better than others.

Thanks alot, This is what I am thinking and you are also right the way they are changing rules rapidly you dont know whats gonna happen in the next few days. but I think 10 yr long residency is the EU law rather than UK law so they cant amend it easily. what do you reckon?
