HO has left it very ambiguous, in fact the whole concept of "Good character" is dubious and used as a buffer whenever they want to.
Since they worded it " Fixed Penalty Notices" in form and guide i would probably choose not to declare two PCNs i have had during last 12 months.

Dear Gurus, seniors members and all. I was issued two penalty charge notices (PCNs) in last 12 months, one by sainburry's for car parking and other by local council for parking. I could not find it in old guidance and there are thousands of tier1(g) applicants and honestly most of them would be renting, hence likelihood of moving every 12 months is pretty high. Home office can't really maintain this record already stuffed up with high backlog. That's my opinion. I am curren...

Hi - i am sending my last 12 months payslips and bank statements for same period as evidence of my earning for Tier1 (General) extension.
