Where are you getting your CSI from? You need to research the policy carefully to ensure it's acceptable by the home office

Very relevant point

I think some of the criteria they use are age difference of couple, similarity in cultural background and common language.

Another thing they may look at is 3rd party information or short length of time between marriage and application.

It's a bit odd having a straight refusal on your application. I believe what the HO usually do is to return your application and ask for further evidence. I am a bit surprised they sent an immigration officer to check on you though. maybe you should get some utility bills in joint names as proof of ...

I thought a marriage certificate was sufficient proof to confirm the relationship.

I'm not sure but I think the issue here maybe that the HO are not convinced you're co-habiting.
