June 18: You phoned them and they said that dependants don't need a new visa.
June 30: They write to you saying that dependants do need new visas.

correct?

Was the June 30 communication further to the June 18 call or they are 2 separate queries?

I am on Tier-2 General visa waiting for a CoS allocation from my new prospective employer to switch jobs. The job start is September 01, 2015. If I get a CoS allocated, lets say, next week, and apply for the same day visa and get it on lets say 01 July, will there be any issues with me staying in UK...

You should apply for your dependents within 28 days of expiry to avoid a gap later on to meet the 5 year residence requirement. They have filed a judicial review but even if they get it back it won't happen in the 60 days I have.

So probably I pay the price for somebody else's carelessness :) not fair.
