The requirement is that you have met. However, you also have to show that the relationship is genuine and subsisting (which is harder when you have only met once). Surinder Singh route to be closed soon? Or is this hearsay..

I read someone else on this board (family section) post that this route will not exist after October 16th 2012, they appeared to know what they were talking about but at the same time are literally the only person I've heard say this....it would surely have caused bigger ripples if this was the case...

your wife will have to fill in an application form EU1. check it from now and see how you would fill it up in relation to your exercise of EU treaty rights. if you are already in ireland and are exercising your EU treaty rights in ireland, then your spouse can apply for a join EU spouse visa (or something like that). But your spouse will definately need a visa to come to ireland. I was hoping, rather than me being there exercising treaty rights already...
