Though your husbands BRP is important, i dont understand why need his passport. Instead should be your passport and BRP be attached as mandatory documents . Thats my opinion. No pictures needed now.

You can apply at any point.
She is 8 years old, I was panicking as was under impression that i can only apply before her dependent visa runs out due to expiry.

So, I shouldn't worry and can apply even after expiration of her visa.
