It states anyone applying for ILR after october 2013 must pass both The life in the UK test and obtain minimum B1 level.

So my wife must pass both.

Just the salary side im not too sure about.

It doesn't mention anything about a chest xray or CBP. Just UK pre-departure tuberculosis (TB) detection certificate if you come from certain countries.
