another question in the ee2 form they ask for home office reference number where can i find it for him on his family permot visa? or somewhere else?

It will all depend on the reason for the initial refusal. If it was for something as trivial as, for example, they will not be a qualified person after 3 month, or they don't have sufficient resource, then by all means seek entry at the border, and provide marriage certificate and proof of ID and E...

By the EEA rules the MUST let him enter the UK ( corecrt me if i'm wrong).

They didn't show any evidance that she is lived in the uk before and even the ECO stated that in his rejection. the ECO concluded she lived there because they met in London but all their relationship they been living in Israel! she been in the uk for few months on 2008-2009 when they met first time ...

she been in the uk in 2008 but she is not living in the uk for more then 2 years! so i guess they dont need to prove she is qualified person?
