New ILR rules for Tier 1 dependants ...

I am on Tier 1 General Visa since April 2008 and due for ILR in March 2013. My wife is with me on dependent visa since November 2008.

Does the new rule (July 9, 2012) of dependant completing 5 years instead of 2 years applicable to me as well?
