Hi, the whole purpose of asking for P60 is to know whether the applicant is tax payer or not. The letter you mentioned, the HMRC said can give you should be ok. all the best

I had the same issue, but got the letter signed and stamped by Bank. I dont where in UK you are, but I have got them attested from Tottenham Court Road, London, Branch. all the best
