I will go to the council my self tomorrow. On phone they said they request certificate to HO via poll number if they don't have poll number then are unable to get certificate from HO,but anyway I will go tomorrow morning to see registrar.

I already tried council they are asking poll number.Note the difference, people who applied through NCS they got only one letter i.e. invitation letter and those who applied by themselves (like me) they got approval with returned original docs then they wait more for invitation letter.
