In UK and believe me, he is working for NHS (non-skilled category) is your friend out of the UK or in the UK? Funny :) One of my friends visa has a stamp "Dependent of WP holder - valid till 2009". He is completing 18 years this december. I think the HO personnel gave you the wrong info......
