There has been a delay in taking payments lately. you aren't the first one to experience this. So, I'd suggest you to wait for a while. However, you can find members in this thread who've had experienced such delays.

Do you still have the letters and the name of the case worker who refused your initial ILR Application?

If so then, you shall request for your LITUK Certificate from him/her or if possible just re-appear for your test (Easiest Option)
