There are two letters these days. One that simply states that the work permit has been approved and the other that has info like salary, job title etc. The employer (or representative) would have received it, so ask them.

Not all nationalities are required to obtain police registration. In fact most aren't. The full list is given here: http://www.ind.homeoffice.gov.uk/default.asp?PageId=3931 Furthermore, if the individual is required to register, the passport stamp/sticker will have a sentence requiring them to do so.
