Since you'll be leaving the country for more than 6 months in a year period you won't be able to apply for permanent residence using the period accumulated prior to you leaving the country, so I see no reason for you to keep paying CSI during a period which will be absolutely useless towards EEA4. I think the best option would be to postpone the Italian Oath cerimony until you have the documentation back from UKVI. You need for both. If the EU National would be exercising Treaty rights as self-sufficient based on your earnings, both of you need CSI. If you can prove she was a jobseeker during this period (interview invitation letters, for instance), neither of you would need CSI.
