What if the job offered is not on UKBA short list, can you still get a Tier 2 visa ?

I have just completed my Levels 6 and was told it was equivalent to University Degree in UK

I want to apply for tier 2 now, i am on tier 4 visa

Am i eligible to apply for tier 2 work permit ? or for that you need degree from a University
