You can complain now but on the basis that there are no absolute deadlines in which they must make a decision. It's should be 95% even if your visa get refused most likely when you appeal you will win in court as long you prove it's genuine marriage and you can support your self and your wife with out helping from public funds to the court .ukba most likely they check on Ciminal records any immigration hist...
