You are right, refusals come through email and are quick.if the decision has been made as advised by the UKVI, please wait as it may take up to 4 weeks for the passport to arrive at VAC.
In relation to your brother’s application, could you please share the refusal reasons.

You can fix it with the DNA reports.
They are expensive but would cover the issue the raised.

It is interesting to read that evidence of dependency in not required in EUSS PERMIT but while submitting the application, it comes up in mandatory documents and it is also stated on their website to enclose the same.

All they need is an evidence confirming the presence of child in the state.Assuming child is below 3 year's, you can register the child in crèche and obtain a letter.
Getting a letter from GP is better and cheaper Invar you can’t afford the crèche.

The request was made to furnish 2 Utility bills to support the ongoing citizenship application.
Unfortunately, utility bills are not available. I wonder what else can be furnished instead.
