No, as i said that information is misleading and applies only to those who already have leave as a PBS dependent but does not qualify for settlement at the same time as the main migrant and also only applies where the main migrant qualifies for ilr as a PBS migrant and not under the 10 year route. ...

VAF4 from outside would be correct. I am not too familiar with PSW and dependent ILR so hopefully a senior member or guru can advise you if your wife could extend.
