When you apply for PR for the children, you will need to have proof that the EU citizen has a 5 year period of working in the UK (which means they have PR). So you need to have pay slips from that period, or income tax returns, or something similar. If they had applied, you could also use their PR ...

So their PR application can be made 5 years from 20/5/09. Do you have a photocopy or photo of the EU citizen's passport information page? Does the EU citizen have Permanent Residence?
