Thanks for the replies.

He is Romanian, coming from Romania. But he asked before and he was told he could apply for BR2 only from the UK. So he applied for HSMP from Romania.

Does anyone know how long does it take for this blue card? What about the dependants?

I thought you would not need an employment letter for EC. HSMP approval letter would be enough. Though, I am not sure about New Delhi, I got my EC in Bucharest - I needen't anything else except the HSMP approval letter. In any case, you should not send more than is required.

It looks like you got a Work Permit visa (specific when some employer apply for you). You should contact the EC officer that issued it to correct the problem, or you won't be able to get employed in the UK. Do not lose the decision letter. Do not travel to UK with that visa. They should re-issue you...

These days I will send them an email requesting a reference number.
Meanwhile, I can't think to anything else, HSMP is always on my mind.
I will ask somebody to record my reaction (still photographs or motion picture rubbish) the day when I'd receive the final decision :).
