Well I have sent an Express mail to UK via UPS. The website gives the tracking activity. I have not heard of anything like name of the person that signed and accepted the delivery. What you are saying is possible with DHL OR FEDEX not with UPS.

UPS website will give details till the mail reaches UK. They do not have any information after the mail is handed to UK post authorities. I would say if you are sending important mail then use FEDEX or any other reliable service. Use UPS only if the mail is having document that are of least important.
