When I spoke to HO in Liverpool they told me not to send the original certificate of my UK diploma, so I sent a photocopy (not certified) of the diploma and that was the end of it. My application was successful.

I did send these documents with my application and HO returned them with an acknowledgement letter. They just asked for them to be resubmitted.

You get ILE when you apply for settlement from outside the UK and ILR when you apply for settlement from within the Uk. It's the same thing.

I think it means that you should not use public funds to help you settle somewhere else. For instance, claiming benefits until shortly before leaving the country to settle somewhere else means that you probably used public funds to fund your trip
