Is it true that one has to leave a 6 month gap before re applying as a family visitor?

I.e if my parents went back in november 2012, can they re apply and come back or do they have to wait for 6 months before theh can re apply

The processing time is currently 3-6 months. On what are you basing that? The timeline sticky seems to indicate 5 weeks for most applications.
