You still haven't said what her nationality is, but you appear to say that she wants to make another asylum claim - presumably in her real i/d? - and she's not going to offer any proof of her i/d although she might be able to obtain some sort of id document. Getting an id from an embassy is not an option. Why not? What is her true nationality? Presumably she has no genuine fear of return to her own country, otherwise she could have made a claim in her true identity*.
