I've seen this happen to few people (naturalised Irish) and I find this to be extremely disgraceful and nonsensical. Try and go back to the same station when there is a different work-shift and simply ask them that you'll like to certify your licence. If they ask why, tell them it for work purposes....

One guest allowed alright but you can have up to 4 guests/family since there is no system in place there to check guests.

Why didn't / haven't you applied for citizenship? Any reasons for that? Based on your story you would have gotten your citizenship long ago if you had applied based on 5 years residency rather than long term residency.
