Though they say renewal takes 15-20 days it took good 7 weeks for us. My HR got that sorted for another employee so not sure what docs were used.

After original Tier 2 visa, did you change it to Tier 2 ICT? And if yes what date you got your Tier 2 ICT stamped?

If your absence of 210 days is work related, then CW might reject and it is very unlikely your case will go through at PEO.

If you want to risk it with postal application you are more than welcome to do so

If you apply through NCS they normally filter your application as well.

I would still recommend you write a cover letter to explain what exactly happened so that you can prove that it is not denting your good character. FPN are considered as bad character

28 days before you complete your 5 years in Jan 2015(as you haven't specified the date when you arrived back in UK in Jan 2010)

If you could provide all the visa dates that will be helpful.

Maybe you will be able to spilt your absence across two years.

Being on Tier 2 ICT you would still need a letter from employer but splitting the absence will add more weightage to your case.

Does it say on the counterpart of your driving licence? Does it FPN below the offence? If it is then you will be fine, if no court has been involved.

Correct - You can stare your parents and siblings live in the home country where go and visit them etc.

You have to apply for extension.

You could have down the route of splitting your absence into two years but that won't happen as all your absences fall under one year (March-March)
