Looks like you are posting this topic in every category. As mentioned earlier do not risk it as you are nearing your ILR. Soyou are thinking to replace your bank statements etc with the volunteering certificate and thinking you might get away with?

The rule says you shoudn't be outside the country for more than 180 days in any consecutive 12 month period starting from the time of your application...i.e. if you are applying on 10 feb 10 Feb 2013 - 11 Feb 2012 - Total absence should not be greater than 180 10 Feb ...

This document is correct. The year when calculating days in always counted like that.

Why is financial year in most of the places are from 1st April to 31st March?

Have you got your ILR? If you havent got it yet, you should not have recourse to public funds. Advise to apply only after you secure your ILR.

Speak to student loans company and they will tell you if you are eligible to apply as a permanent resident
