Hard to say. Ilr is based on immigration rules and BC is based on nationality rules. Less documents needed for BC and the most obvious thing is that you can't do BC apps in person at a PEO. Based upon what you have posted, he does not have any convictions.

Her naturalisation certificate is enough even without the certified copy of the passport. Certified copy of the passport alone is also enough.
