Yes, two posts for one year make sense but for further two years doesn't seems to fit with requirements.

You must maintain 2 full time job until u get ILR. At the time of ILR application you can show them you are running your business. There is no any issue if your business is going in loss or profit. But 2 full time job is mandatory for 2 years after getting extension. There is no such requirements. ...

Yes. Job creation criteria applies to the period of your LAST visa. You are bound by immigration rules not by any guide. As far as I can see, rules for Tier 1E have not changed after April 2016.
