and HO dint debit fees is that because of cheque payment or something else?

i came as a visitor october 2000 after six month i overstayed(illegal)
then my kids born in uk(2001) and i made application for indefinate in april 2008
i got my ilr in 26/01/2010
so when can i apply for naturilisation?

on basis of kids born in uk
before april 2008 his status was overstayed
so when he can apply for naturilisation

when i apply ilr 2008 that time i send my life in uk certy
after i got my ilr but HO never send me my certy
