Citizenship decision pending - Can I travel?

Is there a rule that prohibits an applicant (currently on ILR) from travelling abroad while a decision on citizenship is pending. Note that we will have our passports with us as we have decided to use our council's services for verifying the documents and then send copies with the application.

She is already in India and would have been there for 8 months before she travels to the UK. As I said in my post, she left UK in August 2018 and plans to be here in mid April 2019.

I have an ILR and in the process of applying for citizenship. I have had a few PCNs - one each for parking and entering the bus lane and maybe a couple for late congestion charge. Do these need to be declared in the character section of the form?
