IMHO, as long as you are here and economically active, it does not matter if your dependents spend some time outside the UK.

Have you been asked to register with the police when you entered this country? If not, then you dont need to.

There is no specific minimum period you have to spend. As HSMP is an indication that you intend to make the UK your home, it would look contradictory if you spend time outside the country and as a result may not get an extension of 3 or 4 years as would be normal to other applicants. Your CC will be charged first.

Basically a payment handling team will look at the payment part of your application and process it successfully after which they will let you know the reference number. This is mentioned in the guidance notes.

You are sending in your application in the month of May, the case worker will not expect you to submit a salary slip for the month of May. The guidance notes say that the preceeding 12 months will be taken into account. In your case, the 12 month ending would be April 2006.

PS: one merit of the one-year EC is that you get your residence permit one year earlier... i think this is a big one, right?
Your EC itself gives you a 'Residence Permit'. If you are talking about ILR, then no, you still have to complete 5 years before applying for it.
