As long as she fulfils LIUK test & other requirements, that 7 monht gap should not be an issue.

Best would be to call up UKBA once to confirm, but to best of my knowledge there is no limitation of no of days for the dependents as such.

how confident are you on your ILR application? if you are reasonably sure you will get one, you can carry Tier1 PBS dependent form for her along with yours.. check with the CW..on that day you can speak to him/her that first you want ur application to b processed & then your wife's application.....

This depends on what address you want to apply your ILR from & where are you going to show your earnings proof from.
If you are showing from address in South, then you need have her name in south, if you are showing from midlands address then ur current arrangements seems fine.
