do not have to give English test (if dependants plan to study medical/doctor course)?

Can I apply for Tier 2 dependant (General) ?

Can I apply for BOTH Tier 2 dependant (General) and Tourist visa from home country (India) at the same time?

I understand that I will get tourist visa first and then once I get into UK, will my Tier 2 dependant (General) still be in process/valid (so that I can continue staying there)?
