You can't leave blank space because you will not be able to move to next page on the application, from what i remember :)
when i was filling my husband's form in most of those irrelevant question we put : Not required for EEA Family Permit.

Hi there!
I'm in the same situation, our documents are in HO from last one month.
In COA was written that they have 6 months to issue RC, so nothing change, even those there is fee now.

They will issue you're COA, and send it later. We got our one after 10 days from the moment we received letter that they got our fee and papers has been forward to case worker. They didn't hire my husband in KFC where he got offer to be team leader. Same thing in Hilton hotel. In both places they told him that when he will apply for his RC, he can comeback. We have jobs, so I don't want to complain about any company, just saying how it is :) any way, thx for advice.

You can apply. I use to live in Cyprus and many people i know, applied for EEAFP without even having RP in there hands, with expired RP or with little pink slip from migration that they applied for yellow slip in Cyprus.
UK embassy in Nicosia is very fast, in 3-4 days you will have you're visa.

UKforever i don't know how it looks in practice, i'm saying what thy told me in the embassy. First thing they asked, was if my husband has visa or resident permit from Poland. But it always worth to ask coz they always say different things to different people :D
