It is applicable to British citizens who also concurrently have a valid non-EU passport that they wish to travel on. If the child is born in the UK and one of the parents was British at birth, the child is a British citizen at birth automatically. As s/he is a British citizen, UKV&I can not issue a visa, either ILR or dependant visa, to the child as s/he already has right of abode in the UK. What you can do is...

If the father has got British citizenship in 2014 and the child is born after that, the child will be British by descent.

It will not need a tourist visa to come to the UK as it is already British. You can apply for its British passport directly.

Also, when were your children born? If they were born after 1st July 2006, they can inherit British citizenship through the father, even if the parents were not married.
