I was looking at the new PR form, and i noticed that surinder singh applicants are required again to provide documents showing that their British spouse exercised treaty rights in another EU country. I am surprised no-one caught-up on the most important key point in the OP's case .
The OP's mother was a British citizen, therefore the OP automatically qualifies for British citizenship without need for any further ado!
So, OP doesn't even need all that PR/RC/ or whatever in the first place.

Just a quick update : My COA arrived in the post last Friday 29th Nov , dated 21st Nov.
Now waiting for the ultimate Residence Card....

Well, your situation is still better than mine. I sent application on Nov 02 2013, and it was received on Nov 05. I received an acknowledgement letter so far, but I haven't received a COA . I am beginning to get worried too .
Does anyone have any idea how to contact HO to request the COA ?
