Don't worry.

Home office will accept old version applications till 22 July 2013,after that all applications will be rejected not refused.

As you posted your application before 1st of July 2013 so you are fine.

Problem is your December 11 admission that you don't know where is your EEA national wife.

And you also submitted the proves of that time.So your case is not in your favour as you explained the circumstances.

Why you was arrested by the police?did your ex was the complainer?

Durham building is more bigger then Liverpool s building.

In Durham building there is more space for applicants/visitors.

So after 30 June,the Liverpool staff will not receive any more EU applications and they will solve all pending applications in this building.

One letter is signed by E05 , LNC21, so I guess that should be it. So shall I address my letter to E05 , LNC21 , PO BOX 306 , Liverpool ? Technically as a family member of an EEA national who is a qualified person in the uk,you don't need any permission from home office.
You can ask to home office to issue you a correct COA as you are a family member of an EEA national.

Not a fresh application but you have to explain how you lost it.i.e police report.
But it will take again 6 months.so in this sence you can say it is a fresh application.

If EEA national and their family members are not able to support their selfs in case of natural causes like sickness,illness,accidents,real job seekers etc then they can claim benifits.you can say this is unnecessary burden on public funds,which are acceptable.
