Well - firstly what makes you think it's unlawful? UKBA say they will aim to conclude it within 6 months - doesn't make it a legal requirement. But your best option is to involve your MP. M. Local MP actually sent a letter to UKBA on his behalf asking for updates on his case. UKBA is not responding...
