My team member attended interview on 22nd April and nothing heard from UKBA yet.

You can partially invest money into your business before your approval. Even when UKBA enquires you about the continuing availability of funds following the submission of your application (but before approval); they ask you 1. either to resubmit the evidence relating to availability of all the funds...

You can invest the whole £50k during your appeal process. But you need to keep one thing in mind that if you claim to have your funds invested during your hearing with the judge; you'll need to present requisite documentation as per policy guidance to prove your investment in the business.

Why are they taking too long even after interviewing applicants?

They should really be deciding applications within one week after interviewing an applicant.

The bracket is 4 years for investment.

On date of your first application you can count any amount invested in preceeding 1 year to make up a total of £50k.

You can invest as much as you want before your visa is granted. If a query is raised later by UKBA; they would ask you to show if the funds are still available to you. They would also ask that if you have invested part of the funds; send them the requisite evidence in relation to amount invested plu...

You can certainly make the several ooos investment and this will be counted towards investment during 3 years period.

Oustanding HMRC return will have nothing to do with your application.

They are refusing every case where a bank letter stating the availability of funds to the applicant is not provided.

Appeal is the only option I guess.

There is no harm in sending extra documentation. Go ahead and send.

Sorry to hear about your refusal.

I guess you did a silly mistake and unfortunated got a clever caseworker. If you were in UK then how your signature could be validated at the time of third party declaration. This is not a strange but a valid reason.
